Succinct and accurate. That said, how much of it goes on is up to the GM. My own approach would be to say it's a little less common in Hell than in Heaven because Hell has a few more issues with cooperation. (Lilim, as always, are the exception ... most of the Band is technically "in service" to someone or other.) Your Mileage May Vary.
