Yes, the disadvantageous aspect actually affects only the bot. If the two go outside the range of a secure link (which depends on the tech and ECM of the setting, but a quantum/LASERcomm would be okay), the bot shuts down.

The bot can sort of demonstrate rudimentary volition as long as it is in contact with the (conscious!) controller. E.g. it can act on a trigger of its own Wait independently of the Controller, as long as both Waits convert into the same Manoeuvre after triggering ('The controller and the Remote each get their own ARO in reaction to every Order declared in their LOF or inside their Zone of Control.'). So it's possible for both to declare Wait and then Wait->AoA upon seeing enemy (but the controller shoots his rifle, while the bot uses its flamethrower/Cone Burn Innate Attack, both shooting at two different soldiers, each of which triggered the Wait separately).

Why does the bot need a piece of a human brain to work I have no idea, as the fluff is sold separetely from the rules*.
