So it's possible for both to declare Wait and then Wait->AoA upon seeing enemy (but the controller shoots his rifle, while the bot uses its flamethrower/Cone Burn Innate Attack, both shooting at two different soldiers, each of which triggered the Wait separately). Why does the bot need a piece of a human brain to work I have no idea, as the fluff is sold separetely from the rules*.
