_having_ more than one wife is not illegal in those countries. They do not arrest visitors with multiple wives although they may not recognize the status of the other wives. Marrying more than one wife is illegal. And yes it would be legal under the Conventions for an occupying power to ban people who already have a wife from acquiring more.
