The example was pretty specific. It was not about refusing to turn in such devices on demand. It was about actually ever having possession of such devices without the 'prerequisite licenses' in the first place, starting from the day of occupation. Or how about having more than one child (China), or possessing alcohol (some Muslim countries), or having more than one wife (many Western and CIS countries)?
