So, I can be honest yet sneak up on your leaders, assassinate them with poison, and then take their documents to sell to the highest bidder all because it's legal in my homeland?
That destroys most of the meaning of honest as law abiding. Heck, why should I give the +2 reaction bonus if they might be a sleeper agent? |

A policeman can be honest even though he "kidnaps" people. There is no reason for your willingness to offend a foreign state to be different from your willingness to offend other people in that respect.
