So, I can be honest yet sneak up on your leaders, assassinate them with poison, and then take their documents to sell to the highest bidder all because it's legal in my homeland?
That destroys most of the meaning of honest as law abiding.
Heck, why should I give the +2 reaction bonus if they might be a sleeper agent?

Well, of course, the highest bidder part, assumes that he is a stringer rather then part of the organization as most fictional spy heroes are. But the point is that it is worth considering that espionage bears enough analogies to war to think about.

And if you assassinate their leaders and then take their documents you are calling enough attention for a large investigation to be made and thus the documents might not be worth anything because they know we know.

Furthermore, having your willingness to do something be affected by whether your government commissions you to do it certainly implies honesty. Or is at least not incompatible with it. A policeman can be honest even though he "kidnaps" people. There is no reason for your willingness to offend a foreign state to be different from your willingness to offend other people in that respect.

A police officer better be apprehending people legally otherwise he is kidnapping and liable for crimes.

I don't believe that soldiers are bad people, but they sure as hell aren't honest in gurps terms. Quirk: follows laws only when convenient barely qualifies.
Can I have honest, come from a country with an age of consent of 12, and have sex with such a child in the U.S.? An honest child molester sounds really off to me.
Either way, this is getting far afield of the thread.

Nearly Indestructible isn't a GURPS trait.
Neither is "Extremely Small"
Should probably have Universal on its appearance.
