The chop that Danny deliver's to the man's throat, is it a regular "punch" to the Neck? If not, are there any rules for damaging the windpipe/stunning someone by hitting them there beyond ordinary HP damage and shock?
I'd call it an Exotic Hand Strike, since he's hitting him in the throat with the ridge of his hand (we called in a Knifehand in Tae-kwon-do, not sure if other styles have different names for it) rather than a straight-on closed-fist punch. IDHMBWM but as far as I can recall, there are no special rules for throat damage beyond cutting attacks gaining a damage multiplier of x2 and potential decapitation. I find that surprising, since you can crush somebody's windpipe with blunt force and put them in serious trouble.

If I had to guess, I'd say roll vs. HT to resist physical stun. If you take crushing damage equal to your neck equal to your HP, roll vs. HT to resist stunning, suffocation, and the loss of ability to make any noise beyond faint wheezing. A First Aid roll MIGHT be able to save somebody whose had their windpipe crushed (or at least get them stable enough to get medical attention elsewhere), but maybe not. I'm not exactly sure how lethal such attacks are.

Actually, the wounding modifier of both corrosion and crushing to the Neck is 1.5x. This may in fact factor in.

Well, the reduction in parry penalties does explicitly stack (B376). But I would agree that they do not appear to stack for Rapid Strike penalties (And several of the rules examples rather implicitly rule out the possibility).

I think you're misreading that. When it says to reduce the penalties to -1 "if both conditions are true", it's not referring to having Weapon Master vs Trained By A Master, it's referring to having a fencing weapon and one of the advantages in question.

Because some anime creators don't think it's appropriate to ignore realism... and that includes the creators of this particular anime.

(How many times does it have to be said? Anime is a medium, not a genre.)

Unfortunately, Trained by a Master doesn't include the damage boost that Weapon Master grants.

That's because the skills it normally affects already have the damage bonus built in.
