Certainly 2nd edition, but I think that a lot of it carried over from 1st. I never actually OWNED Stone and Steel, though... so I can't say what Hogshead did with any certainty.

The second edition rules were from something previous, though. I think the rules are something like, you can't put two identical runes on one item, never permanently craft more than one of an item with a given combination and.... something else.

The eight identical Runefang swords that elector counts carry were the work of a mad dwarf and his insanity has not been replicated.
