How about these two?

Red unz go fasta!
Any vehicle you drive gains +10% acceleration and top speed (round up) so long as it is painted mostly red.

Moar Dakka!
Any firearm you use gains +20% (round down) to it's Rate of Fire, but you must make a Will roll to use less than the maximum number of shots.

Heh. Yeah, I get it...

Actually, I rethought this one after getting some sleep (finally!) and realized that a skill or maybe even a Talent would cover this one. Prolly no need for a Perk at all.

Flash Calculator: Like Lightning Calculator, but only for one type of item. For example, you're very good at mentally figuring change or your GURPS point totals, but everything else requires an electronic calculator or paper/pencil.

Probably need a little help with this one...

Resourcefulness: You have a knack for utilizing your surroundings to your best advantage or in unconventional ways. For example, a pencil is an obvious writing tool or stabbing weapon, but only someone with Resourcefulness can use the graphite in that pencil to fix the radio or stop a bomb’s detonator. Think TV's MacGuyver or the Professor from Gilligan's Island.

First bit of help: what are the game effects? "You have a knack for this" doesn't really mean anything in a game.

As written, it sounds a little like a Gizmo to me. How about adding this, to power it down a little?

"In game terms, this allows the character to have Improvised Equipment for a skill use (at the usual -5 penalty to skill) at all times, even when there's no obvious tools around. The player should be creative in describing the 'gear' he's improvising! This Perk cannot be used to create Basic Equipment or better; for the good stuff, use a Gizmo."

March Step Through training or practice, you've developed a precise stride length. Whether it's a drum corps 22 1/2", military regulation 30", or 2,000 steps to the mile, you can use this talent to measure distances.

Blind Memory [Not the best name for it, but I haven't come up with anything better]. You have a knack for remembering the layout of rooms. If you have seen or thoroughly explored a place, you'll remember it. This allows you to move through the room blind or in the dark without tripping over the furniture or falling down the stairs, but you won't know the location of moving objects or people - this is not Blindfighting! Common among people accustomed to be without sight; the GM should consider giving this free to anyone with Blindness as a starting disadvantage.

I was using that phrase as color text. The rest of the text serves more as the explanation.

This is good. OK, a little rewrite, also taking RPK's suggestion into account:

Resourcefulness: You can utilize items in your surroundings in unconventional ways. In game terms, this allows you to have Improvised Equipment for a skill use (at the usual -5 penalty to skill) at all times, even when there's no obvious tools around. For example, someone with Resourcefulness can use a pencil lead to fix a radio or stop a bomb’s detonator. The player should be creative in describing the 'gear' he's improvising! This Perk cannot be used to create Basic Equipment or better; for the good stuff, use a Gizmo. (Media examples: MacGuyver or the Professor from Gilligan's Island.)
