Yes, that's been mentioned several times in this thread. But it doesn't always give the same results when you're adding a power modifier, though.

ST without HP 3 (PK, -10%) [22]
Total Cost: 22 points

Striking ST 3 (PK, -10%) [14]
Lifting ST 3 (PK, -10%) [9]
Total Cost: 23 points
