That most assuredly does have practical value in many situations.

However, since you had exactly the same capability to do so without Broad-Minded on your character sheet, it's not a benefit of the quirk.

If there is a mechanic forcing you to react badly to someone, Broad-Minded does not make you immune to it. Resistance/immunity to that would be its own advantage (Xenophilia does help against some such effects). It might be argued that Broad-Minded makes you less likely to be effected by things encouraging you to react badly to someone, specifically certain reaction roll modifiers. But PCs are assumed to be immune to reaction rolls altogether anyway.

I don't get that. If something with a RAW description is on someone's sheet, it means it applies to them. If not, it doesn't.

Nothing except "A trivial form of Xenophilia". Not being cautious enough of strangers and aliens (and insufficiently concerned by the prejudices of your fellows) is what makes Xenophilia a disadvantage. Broadminded is the same disadvantage toned down so that you no longer have a self-control roll. But your motto should still be "A stranger is just a friend you haven't met yet."

It's odd that rather than describing how a toned down Xenophilia should operate mechanically, the text runs off in another direction after the 5 word reference you quoted.

Broad-Minded says, loosely speaking: 'you do X'. Specifying how you behave. Since a PC can behave any way they please when not constrained by an advantage, this is a (weak) constraint.

It in no way specifies capabilities.
