Perk: Always has forged NAMBLA membership cards, that can be planted on current NPCs of interest (targets, e.g.), complete with photo, current address, contact information, and other information.
Prerequisite: Some kind of ability to get "dossiers" on people - the character can't just conjure the forged cards out of thin air (nor carry 3.5 billion pre-forged cards for all the adult males living on the planet), but must know in advance that she will most likely interact with a specific NPC (or PC), but can easily have such cards prepared for hundreds of NPCs and stored at her home or HQ. The "dossier" ability can be from a Patron, Legal Enforcement Powers, or a Conspiracy X-style "Pulling String" ability. Must also either have Forgery skill 12 or work for an organization employing forgers. Doesn't really have to have the Trickster disadvantage, but it's the only way this Perk makes sense. |

I don't know...the first part looks like at least a 2 point Claim to Hospitality to me. A 1 point CtH is "a single friend with a house" in another city. "Free food and drink...in any major city" is somewhere between that and the 5 point group of merchants across every major city. AND your perk version doesn't include the "these people may come stay at your house and want the same hospitality extended to them" caveat.
