Balance is an illusion. Real life isn't balanced. Even if all the characters are perfectly point-balanced (that is, combat, campaign-appropriate, and fluff stuff is balanced, not just "total" points), the Players won't be—and that will ultimately make a bigger difference.
I've thrown out the concept of point-balancing PCs—it's just not truly relevant. This game I'm running now, I set the point limits to "Occupational Template +25pts, 100pt minimum." It's all about whether the group is "working," and people are having fun.
