It doesn't. You only use the single highest bonus of Fortify for any given hit location. Kromm ruled on this via PM a few days ago.

My main guess is that GURPS players generally don't go out to rape the system - or if they do, they have easier targets, so it's never been a huge issue. |

Generally, glaringly obvious rules abuses are the least likely to succeed. Sitting down at the table and handing the GM a character sheet with DR 100 on it in a TL 3 game is enough to alert even the most casual GM that Something Fishy Is Going On.
Similarly, mid game announcing you're going to buy 100 silk negligees and enchant them all with Fortify 1 is obvious enough that the GM is going to give you a suspicious look and ask you WHY. It's the problems that a munchkin can hide either in a storm of modifiers, or spread out across ten different abilities and skills, and then unveil in the middle of a fight that give the GM the biggest headache. These are also the ones that **** off your fellow players the most, by the way, because stopping in the middle of a fight to have an argument with the GM for 30 minutes makes NOBODY happy with you.

By the way, this is one of the beneficial side effects of listing all the attack combinations you can think of before play with all the modifiers and the final damage listed. One, it speeds up play. But TWO, it makes it glaringly obvious to the GM that one of your super attack c-c-combo! setups does 20d+60 (10) cosmic burn damage BEFORE you get into a fight.
