The wording of High-Tech suggests that GURPS doesn't consider a scope to be a scope until 2x.

If one wants to deviate from strict rules, look up the magnification on the speed/range table, add two, and use that to cancel range and target location penalties.

So 1.5x scope (table lookup -1) becomes a +1 which can be used to offset range and size penalties. A 10x scope (table lookup +4) becomes +6. A 30x scope would be +9.

One might even treat excessive bonuses beyond speed/range and size cancellation as a penalty.

So the +1 scope is pretty much always useful, unless you're closer than 2yds shooting at the torso (in which case you have lots to worry about other than a +1). But if you have a 30x scope (+9) and you're trying to hit the vitals (-3) at seven yards (-3), you suffer a -3 penalty due to the scope being overpowered.
