The uncontested roll is to see if you can yank out the weapon in sufficiently less than one second that you can still shoot that turn. The contested roll is to see if you can yank out the weapon in sufficiently less time than the other guy that you can get the first shot. If a pistol takes 0.2 seconds on average and a rifle takes 0.4 seconds, you might be able to draw and shoot both in a second, but the guy with the rifle has to move fast enough to shave off 0.2 seconds against the guy with the pistol in order to shoot first! This is why Bulk modifies that second roll but not the first.
