Not exactly. Savoir Faire is an influence skill not a skill neccessary for operations. Savoir Fair (Military) is used to show respect (or disprespect) a person in the military. This, seemingly trivial aspect: respect, is communicated in almost every action, in the arrangement of positions, how a salute is carried out, how to address a superior or subordinate officer, how not to eyeball someone, and how to "influence" their reaction.

On a successful savoir fair roll, you influence someone's reaction not communicate a complex technical Idea.

It is in the same way Savoir Fair Business does not give the ability to understand complex business jargon.

Jargon is part of a Technical aspect and not a social aspect.
