New/Custom Perks

I was reading Kromm's Birthday Present Kromm's Training Specialties Birthday Present (NICE!) and I noticed that he used several perks that I haven't seen defined. (I have PU2:Perks, and T:Magical Styles)

Are there offical places where Perks are defined?

I think it would be a good idea for people who have created custom perks to list the game properties. (Preferably on this thread!)
