It will come up frequently, seeing as how my PCs will be exploring a city.

Could be a perception roll. To know when the other guy is on right place. Tactics might be it doo. I feel DX based part of it is pretty trivial - unless it's done in hurry - ie if you're running through the door and slamming it right behind you as fast as you can - possibly continuing running - then it would be DX.

Dmaga should not be too good. More knockback than actual damage.

I'd think the main dividing point between damage and pure knockback, would be the distance the door travels before hitting the target. So it would be about how much speed the door manages to pick up before hitting.
So a target with his face pressed up at the door, or at a short distance from it, would merely get knockback. But if the door swings more than - say 10-20 cm - it would do slam damage.
