Powers certainly doesn't, it is about abilities not creatures. However the Creatures of the Night pdf series is exactly that.

But, Powers plus the Basic Set gives you all the tools to stat up, say, a werewolf if you like. For instance, I'm using Powers to write up a werewolf template for a PC in my campaign. Creatures of the Night is just exactly what it says... a few worked examples of creatures.
