The difference is that those types of attacks (standard ones) aren’t quick contests vs. DR. The DR is a soak trait. In the Psionic Powers example under discussion, Will is the trait contested against… if the subject doesn’t have Will [which is distinguished in that book from having Will 0], then the attack can’t target it, but must switch to a more relevant stat, HT. Again, just to point out, there is no immunity in this particular case… the target is still having to resist, but against a trait that it does have rather than one it doesn’t.
