As for cutting through steel, what you want is Imbuements. I think there's some sort of Penetrating Strike Imbuement that will let you add an armor divisor to your attacks.

My main computer is currently down; once I have it back up, I'm considering going through and GURPSifying a lot of the techniques from Rurouni Kenshin. Those might be good for starting points for other techniques (for example, the leaping attack the guy from One Piece does in the next page after what you posted would probably be a lot like Ryu Tsui Sen).
