If Del Duque was to join the Iconics I-SWAT Team, I'd hazard a guess that he could have the Extra Option Perk from PU2, p. 20, to cover the differences between the Cinematic Action Hero World he comes from and wherever else he may travel to. Note that this is a campaign-level Unusual Background Perk, and subject to GM's discretion.

Although, it might actually be interesting to play Del Duque as being from such a world and confused as to why people are suddenly questioning what he's always taken for granted. All of a sudden, people ask how he can eat/drink through the mask, the high-profile crimes in the papers don't hint at ninjas, and his cape is a target for his opponents. Of course, his drop kick still works. ;)

The I-SWAT would quickly send him back once they understood he was not very useful away from his "turf". Unless...

It turns out Del Duque is contagious. Wherever he goes, B-Movie logic follows. Nobody questions his mask. When he assigned to a case, the bad guys immediately start hiring ninjas (guys in black suits with silly pseudo-asian accents armed with swords no reputable martial artist ever saw). Guns are totally useless when he is around. His superiors file complaints about his antics - in Spanish. Even worse, the effect spreads. The headquarter of I-SWAT is slowly turning into a low-budget superteam stronghold. Good, decent Centran agents turn into mooks straight out of Mexican James Bond ripoff movies. We gotta fix this mess, muchachos!

Could someone who actually has access to GURPS Martial Arts (as mentioned above I don't) sum up and explain the major and vital differences in regards to "being or not being a B-movie martial artist that is less useful in a non-cinematic setting where the bad guys actually use their guns" between Del Duques and Sora from Characters?
The metagame advantages Kromm mentioned doesn't seem to be quite enough.

Actually, the Extra Option Perk is a great way of having things work cinematically for some people and not others on the same world. For example, Del Duque may well have the advantage of Flesh Wounds, Melee Etiquette, and similar cinematic rules where pretty much none of the mooks he faces benefit from them at all.
