If I had to guess (and msotly it is a guess) we're going no better than RoF 1/2 because all fire seems to be aimed by default. It might even be 1/4 to get maximum time aiming.
It's not that this sounds unreasonable but the text for Spaceships just doesn't support _any_ hard numbers.

Technically, the box on SS66 implies that ROF is the same in ordinary-scale combat and spaceship system combat, by neglecting to mention it. This is presumably a mistake. Both physics and any hope of justifying the play mechanics demand that SS guns only be able to fire every 20 seconds. (RF and VRF might fire up to 5 short bursts over the course of those 20 seconds instead, and VRF might even be capable of continuous fire, though peak ROF has to be at least 4 times the sustainable 100/20s.)
