Threshold Magery: Steal Energy

I recently discovered that the Steal Energy spell is not treated in Thaumatology's section on "Energy Spells". I suggest the following:

Steal Energy lets you add three times the cost of spells that he casts to the tally of another per-son, to a maximum of 15 points added (that is, 5 points’ worth of effect) per second. You cannot cause someone to exceed his Threshold with this spell.

Since this spell's effect is tied directly to the replaced balance mechanism, wouldn't it be simpler to make new spell that addresses the new balance mechanism instead?

That's what I've done, although a name change may be suitable. See p.T79 for the other spells.
