I've got no real numbers to associate with Shuntensatsu or Ama Kakeru Ryu no Hirameki, but I will say that the defense penalties should be massive. We're talking about attacks that generally can't even be seen by skilled combatants.
I don't know how to model something like the two-strike nature of the Ama Kakeru Ryu no Hirameki. That's a big part of the reason I made the Tricky Techniques thread. The Kuzu Ryuu Sen is probably an All-Out Attack. You could build it as a nine-hit Combination, but that would be somewhat tedious - and much easier to avoid than the attack in the manga! Because it's meant to be impossible to parry, I'd probably make it as an Innate Attack with RoF 9, Rcl 1, and a very short range (like 1 or 2 yards). You can thus still Dodge, but against someone like Kenshin you have to succeed with a Margin of Success of 9 or better to avoid the whole thing. The big problem here is that you can't really get the fact that you're doing 8 swings (1 to the Skull, 2 to the Neck, 1 to each Arm and Leg, and one to the Groin/Torso) and 1 thrust (to the Vitals)... and the fact that (unless you're using a sakabatou) most of the attacks are Cutting but one is Impaling. It might make for a good starting point, however. Alternatively, considering the reliance on the godspeed of Hiten Mitsurugi Ryu, it might actually be appropriate to build it as a very limited form of Altered Time Rate. I'm not completely certain how to build it like this, but it might make for a decent starting point. EDIT: Upon further consideration, I may have an idea on how to model Ama Kakeru Ryu no Hirameki's second strike. In addition to the Follow-up Heart Attack, Ama Kakeru Ryu no Hirameki could have a Linked Stun Affliction (which is the default effect of Affliction). In this case, if the initial hit missed, you'd still have a chance to stun the target, which would forfeit their next turn and impose a defense penalty, leaving them ripe for the second strike. The second strike itself would deal more damage than the first, and would get a decent discount for only being usable after a failed Ama Kakeru Ryu no Hirameki.
