GURPS Low-Tech will have a set of scaling rules. Until then, Dungeon Fantasy is a fine cinematic treatment of the question. ;)

Will they cover very small characters as well as very large ones?

Finally? Are you sure of that? It would be great.

My poor Norse Giant (2nd edition GURPS Vikings, page 87) still is a bit grumpish about his non-statted three yards long sword.

It'll actually be in Low Tech Companion 2. I know this, because I'm looking at a draft copy right now. I also participated in the discussion thread on the subject in the playtest (ongoing).

The subject is near and dear to my heart, as I have a SM +1 minotaur and I will soon be playing a SM -6 pixie. Rawr.

I thought it could be in the hardcopy book (companions will be PDFs).

Thank you, Mrugnak :^)

There was some fuss raised, back in the early days of discussing Low-Tech for 4E, about mixing fantastic elements in with historical crunch. Properly, such things would be separated so the purists can have more space devoted to their interests, while fans of Things That Never Were can look for scaling and whatnot in a product geared toward those things.

Keep in mind everyone, that the OP is asking about Third Edition and you all keep answering with Fourth Edition answers.

With regard to scaling weapons, there are no 3e answers other than the GURPS Mecha rules (which are for mechs), and the 4e rules will work just fine in 3e, both the ones from Dungeon Fantasy and the upcoming ones from Low Tech Companion 2.

The problem for some of us (and by some of us I mean me) is that we haven't played Third Edition. As I understand it ST functions identically to how it does in 3e and so does SM, so this article by P. Kitty has some really in-depth stuff that may prove useful

edit: this says nothing about cost, though. I'd recommend that you make cost a direct function of weight. If the gigantic sword weighs seven times what an ordinary one would, then it should cost seven times as much.

I think I understand. Thanks for your answer.

I can't wait for 4e Low Tech + Companions, despite I would prefer a thicker, single volume LT. I know, I know: it's pointless complaining but... :^)
