As for how much stronger Ama Kakeru Ryu no Hirameki should be... maybe 1.5x damage, and a harder-to-resist Affliction? So, if you build Shuntensatsu as a 4d cutting Innate Attack with a Follow-up Heart Attack Affliction that imposes a -2 to the HT check, then Ama Kakeru Ryu no Hirameki would be 6d cutting and -3 to the HT check.

"Splitting the air" is a special effect. What it really means is that, if you miss, you get an additional attack that is more powerful and harder to avoid. I'm not aware of any way to currently model this in GURPS, although Combinations from Martial Arts might make a good starting point. Indeed, this is exactly the sort of situation my Tricky Techniques thread was meant to address.

tg ambro: Such an Accessibility is definately something you want on such Innate Attacks. A while back I decided to price such a Limitation, and decided that -5% for a class of weapons (like swords) and -10% for a specific type of weapon (like a katana) would work. The comments in that thread indicated that these values were about where most people put them. Because the techniques in question have to be used in conjunction with Battoujutsu, I'd probably give them an additional -5% "Requires Skill Roll" Limitation.
