It should be noted that the effectiveness of an EMP as a weapon depends entirely on what sort of hardware you're dealing with - most nanomachinery would be too small to host a significant charge gradient, for example (power lines are likely to be prime targets for just this reason), and optical systems might only incorporate conventional circuitry in noncritical components, or not at all. TS tends to assume significant vulnerable electrical components, and presents nano-scale components as perhaps more vulnerable than is strictly realistic.
