That's odd: I find that when the game group is developed beyond DnD thinking, gearing up (we call it 'bombing up', an ADnD hang-over) is a process that is dealt with by social interaction.
Our favourite celto-viking game has a tight group of PCs and a few NPCs, some of whom can make or hunt what the helpless nobles need, and there is an extended family of relatives and people known in several villages and towns who owe fealty, favours, thanks, etc. and often provide shelter, food and information.
I feel it's the result of finding the right players and playing a densely-developed game.
