Absolutely. I see this more as a GM tool to have rationalizations for the players to identify old friends and foes in 'new clothes', as well as having a way to sandbag the players at appropriate times in the plot.
The only danger is giving them this means that they will
always try it, much like 'detect secret doors' in other games.
Which is why I prefer it as a plot device. My homegrown 'guidelines' are this:
A person who detects this skill a) has to have known the previous celestial rather well b) has to have a reasonable amount of time to observe the new vessel (no drive-by identifications) and/or c) the GM wants you to.
