Actually, the main thing that the core rules say is that all servitors of Jordi (except Kyrios, of course) must purchase at least one animal vessel to start with. My perspective on Jordi is that so that when one of his servitors does have a human vessel (because he's not ignorant that mankind rather dominates the foray--he just doesn't like it), said servitor still won't be out of touch with what it's like to see from an animal's perspective, either.
The rules also don't explicitly state that the animal vessel should be in the species that each Choir tends to be tuned to. I see no reason a Malakite couldn't have a gorilla vessel as their primary--specifically if they were stationed (or requested) to watch over the gorilla cages at a zoo, for example.
There's very little canon on the Archangel of Animals, but his basic persepective as I read it, seems to be less of a "I hate humans" viewpoint and leans more towards, "humans are fine and all, but they're not the end-all and shouldn't be receiving the only attention from Heaven." So, it's that Jordi won't work within civilization, but he's the only one truly keeping an eye out for the rest of walking/flying/swimming life.
