The accordion tank has the same cost progression as the fuel tank system, but it's not a system itself; it's installed in a cargo bay. 20% of the bay's capacity is immediately lost to plumbing and the mass of the empty tank. The remainder can be filled entirely with fuel, or with any combination of fuel and cargo. Expensive, but sometimes the flexibility is worth it.
