"No money" refer to that, that all basic needs are tendet to in quite comfortable way suiteable way for TL of Star Trek and Superscience. On the other hand Individuality is supported and commerce is still part of daily life for many. So money are still valid especialy in everything that is not part of cost of living.
To explain this: There is fix amount of energy output, that is allowed for industrial production.

Top development facilities belong to starfleet, basicly because of need of continual protection. And crime is punished by limiting rights, but no other harsh punishment is applied.

No, I meant -2 social status, appropriate for a serf, street person or ex-convict depending on the society in question. (And lets face it, who in TNG's Federation doesn't value order?)

The Maquis?

Ever since they were first introduced, I've been of the opinion that the Maquis perspective would be an interesting one to explore with a sympathetic eye. Unfortunately, TNG, DS9, and Voy all took it upon themselves to portray them as extremists who needed to get with the program and accept the Federation's way of doing things. The closest we ever got to heroic Maquis were Chakotay and Torres of Voyager fame, and they were virtually indistinguishable from traditional Starfleet personnel; every Maquis who didn't toe the line was eventually revealed to be either treacherous or incompetent.

It would be interesting to combine the Maquis perspective with the aforementioned "TNG Federation as communist state" theory, to produce a setting where patriots are fighting to free the Federation from the corrupt government that seized control almost a generation ago (somewhere between Undiscovered Country and Encounter at Farpoint), while constantly being portrayed by the media and consequently seen by the man on the street as traitors and terrorists.
