I don't understand what you are saying here. Antimatter conditioned Hydrogen is 12,000 K$ per ton or 10,000 K$ per mps. Fuel cost is 38,400 K$ to orbit.

You seem to have used a different ship base cost at different points here, and as mentioned above fuel costs are rather high - 3.2 M$ per passenger.
