It doesn't look like an either/or situation to me. Both forms of regeneration have Costs Fatigue: The first looks like it should have just that, as CF should make the trait switchable; the second would have CF plus another limiter, which modifier is the source of the question raised in the parent thread. I'd say Nuisance Effect, or possibly a minor variation of Uncontrollable.

I happen to agree with you, and I think that's what the original poster was stating. I should have been more clear in my original post (obviously, both would have the Cost Fatigue limitation)
