[Naruto] Byakugan

I started to follow Naruto(both the anime and the manga) and I'm amazed by the high number of interesting characters and powers in that series.
That is a basic attempt to realize the Byakugan of the Hyuga's clan, but I need an hand from Naruto's fans (and from anyone would help, of course).
Let's start:

The Byakugan's users have a nearly 360° field of vision and could see through any substance in a 50-meter radius.
I managed this as a 360° Vision(Panoptic I) + Penetrating Vision 10.
However, I thought about it also as Scanning Sense for the 50-meters radius.

As I said, those who uses Byakugan has a "nearly" 360° arc of vision. In fact there is a small blind spot just near the back of the neck(the first thoracic vertebrae, to be exact). That spot could be hitted by small ranged attack or object(an arrow or a kunai for example) with a very precise strike(Maybe a -9 hit location could work).
This is a Limitation but I have a doubt about its value. -5% sounds good to me.

The last and best ability of Byakugan is to "see" che Chakra coil system inside a person. With precise strikes a Byakugan user could hit individual chakra points of a target and shut down the flow. A enemy crippled in that way can't use techniques that require chakra to activate. Also, such strikes damages the body of the target and his internal organs(up to heart-attack). The ability to see the chakra flux also help the user to reconize real foes than illusions(who doesn't have a chakra coil system).
I see that as Detect(Chakra), Linked to Penetrating Vision and 360° Vision.
Pressure Points and Pressure Secret skills are used for shutting down the flow or tho damage the enemy in that ways.

Last, I add a 1 point/fatigue cost for each minute of Byakugan use.
