same question here. I think overpenetration should be part of the first paragraph but i don't really understand it well.

There is nothing about only this types of damage can penetrate shields. I would say that crushing or cutting attack can break an arm behind it. Cutting can even cut through, put edge protection on it, I suppose. Seems kinda realistic and not against the rules.
cover DR would also be homogenous too though

As you seen, no one knows for sure. People give their opinions, but what you would do in your games isn't something they can decide for you.

So quick answer
Probably "yes". But cutting damage converts to crushing if shield is still "alive". (Still only opinion)

Why I think so:
Rules said about shields being a cover. With a cover DR... And "cover DR" is for imp/pi/tbb and explosions... If explosions can do it, crushing attacks should to, right?

I would advise against cutting damage going through. This throws logic out of the window. Just make it crushing (as in armor and edge damage rules but only shield destruction let you penetrate).

B408 opens with "When you inflict piercing, impaling, or tight-beam burning damage with a ranged attack," so yeah yeah - lasers can do it too.

Being super-strict it means throwing a spear can do it but using a spear in a melee couldn't, but I like allowing it for melee too as long as it's a long weapon with multiple ranges and you kinda step into it.
