The overpenetration rules are somewhat poorly written.

It is not clear from context whether this means "Similarly, a powerful [piercing, impaling, or tight-beam ranged] attack might go right through cover" or whether in fact
all attacks can pass through cover and this is just a similar rule. My suspicion is that the intent is the first, but either one would be a valid interpretation.
