The rules for Extra Effort include this cost modifier (B354):

I don't think "fatigued" is meant to be a Term of Art here, but rather is just a way of saying "tired." From context, it essentially means "not at full FP." So for Extra Effort, this means if you're missing any FP, you take a penalty equal to the missing amount of FP.

One of the problems I see here is it penalizes people with high FP when applying extra effort - a creature at 95% of their FP at 19/20 is equally at -1 as a creature at 80% of their FP (4/5)
Seems maybe -1 to EE rolls per 10% missing could work better. |

I agree with Varyon here. Take a penalty equal to lost FP. TBH, having a -10 on a roll to do something (at 5/15 FP) rather than passing out at -10 (0/10 FP) is a bonus, in my book :)

A lot of things in GURPS have better resolution if you treat 1 as 10%. It's essentially the High HP and Healing, as well as the High HP and Shock, rules, but applying to both HP and FP as well as not needing a full +10 to see an effect. So anything that restores 1 HP or FP would instead restore 10% of HP or FP, effects (like Shock and the EE penalty, which is kinda an FP version of Shock) that come into play with 1 HP or 1 FP missing would instead call for 10%, etc. You'll have to decide how you want to round for fractions, of course.
