Hi,
First of all, rules for defibrillators are in the High Tech. Automatic one uses it's own skill
Second thing, CPR costs from biotech is more realistic, it's not 4 fp per minute, even sprinting is less. They rotate because it's hard to do long, but 5 minutes you can do.
Third thing... I don't think there should be IQ H skill for it.
It should be a technique of first aid or physician, it's kinda too little for one skill. And treat that 4 hours of training as familiarity or something.
About that thing with ST... I don't know, sounds strange. But I would add striking ST it's kinda striking)

Hope I didn't sound harsh or something. I love overthinking too)

Edit: I don't think seeing CPR in movies can help at all. I don't think I can make a CPR and I had training in it (I don't remember anything now)
Looking through biotech rules, what's wrong with them?
And your version has hugely unrealistic success rates if CPR maker is good.
