Default Grappled Body Parts - how does this work in different incarnations?

I noticed a note about this on page 4 of Fantastic Dungeon Grappling where it's a fixed -2 penalty per extra hand, which throws me off a bit since it doesn't scale based on the Lifting ST of the grappling creature which is something I've come to expect from the Control Point system Cole introduced in Technical Grappling.

This is along the lines of TG7's note about "grappling with groups of limbs" determining "calculating Grip ST" with I think Grip ST serving an approximate role of "Control Maximum" in FDG ?

It was admittedly a confusing thing involving adding Basic Lift and reverse-engineering which wasn't in line with the streamlined system... probably why he did the Grip ST Table on TG47

Is there some middle ground here where we could just enhance the Control Maximum through the use of extra limbs instead?
