How often can a Thief steal?

I’d like to clarify if munchkin thief is allowed to steal being on the first level. In this case a thief has no penalty on failed attempts, they can’t get lower than the first level.
We found it a bit unfair that it’s quite easy for thieves to collect quite a lot of cards till their turn and then use them all for stealing as they have nothing to lose.
