While, yes, you should definitely add TDM to Holdout to make weapons with the same Bulk, but obviously easier or harder to conceal conform to reality, in this particular case, Bulk -4 for the Desert Eagle is just an error and should be fixed in newer printings of
GURPS High-Tech. It's a Bulk -3 firearm.
