There's an argument for giving weapons a bonus for having a Kewl Description, that's more or less how it works cinematically.

The main realistic reason for not bothering with a giant pistol like that is the shortage of situations where it's a viable weapon and something like an M4 carbine isn't.

Vigilante protagonists in secret magic campaigns who fight unnatural monsters to protect a populace, which either must (for some metaphysical reason) be kept in ignorance about the threat, or is not capable of comprehending it. So, because their activities must also be hidden from the authorities, they sometimes travel with only the weapons they can conceal under a coat, in a small backpack or briefcase, in a fishing box, etc.

That's basically most Monster-Hunters campaigns and as well as most campaigns I've GMed in the past decade or so.

Bizarrely, in GURPS an M4A1 (Bulk -4) is every bit as concealable as a Desert Eagle (Bulk -4). As for LC, a civilian version of the M4 - with a 16" barrel (still Bulk -4, based on the CAR-15's in HT not having a change in Bulk) and semi-automatic only - would be LC3, the same as the Desert Eagle (in the US, I think the M4 would actually be more legal for those under the age of 21, as handguns are a bit more restricted than rifles). I don't know which weapon has the wrong Bulk here - or if, considering Bulk does double-duty as both "how easy is it to use on the move" and "how easy is it to conceal," this is a case where the two don't quite match up, and the M4A1 may be just as easy to use on the move as the Desert Eagle but should be harder to conceal.

There's also the factor that areas where bulletproof rampaging monsters don't get noticed may not be the areas with the highest police attention.

While, yes, you should definitely add TDM to Holdout to make weapons with the same Bulk, but obviously easier or harder to conceal conform to reality, in this particular case, Bulk -4 for the Desert Eagle is just an error and should be fixed in newer printings of GURPS High-Tech. It's a Bulk -3 firearm.
