Apprentices in Tollenkar's Lair (minor spoilers)

I was reviewing Tollenkar's Lair again and see that most characters have IQs and STs reduced from the original edition with the following exceptions:

Pophyry's IQ is buffed up to 13 and Winton to 16, and Winton's supposed to be 20 years old with 39 attribute points. Tarve, the senior apprentice is just 1 IQ point less than Tollenkar at 19 but is 1 point stronger at 13 and has the same attribute total as Tollenkar.

Is the reasoning for the higher IQs to help them resist PC spells and disbelieve illusions?

If so, the Bravos have all of their IQs universally reduced or kept the same.

Winton at 20 years of age with 39 character points seems to have quite the adventurous career or was the beneficiary of lots of wishes.

What is the rationale for buffing up the IQs of these two apprentices?
