Maritime vessels are, as a rule, not really expendable.
I don't know what mission you're trying to enable with this. I do know that if you deploy your drone control vessel off an enemy shoreline where you can't deploy full naval forces, you're going to lose it pretty quickly.
If you want to lay mines, you could just lay mines instead of deploying a bunch of units that require you keep an exposed control nexus supporting them.
