I am not clear that I mentioned that the transport would be unmanned.

Be that as it may a patrol boat (for instance) can lay a line of USVs analogous to a minefield and vector them onto the target once detected.

Or the USVs can move themselves into position, no patrol boat required. This requires them to have greater operational range, so it adds cost per drone, but you also don't run into the risk of someone blowing up the entire boat and all of its payload with one attack.
