I think one possible destination is a dying ecosystem. Worlds on the world of evolutionary collapse, or ravaged by poor economic planning. Wealthy travelers go there to witness thousands of examples of soon-to-be-extinct species.

I could see the desperate locals figuring out how to stowaway in order to survive. The Tourists, decadent trash, would cheer the desperate people fleeing extinction being kicked off the ship. The PCs could be stewards and other people from the pursher's office, trying to rescue a few of the refugees without being caught and dumped to die. Class warfare for brutal fun.
