Assuming ST 5 that's no move penalty on land
An off-topic note:
The above is clearly a wizard since it has a dagger-staff. So, wouldn't carrying 39 steel daggers interfere with her/his casting?

ITL 140, "A wizard (or anyone else attempting magic) must avoid having iron on or about his person. A wizard wearing ordinary iron or steel armor, or carrying an ordinary weapon, will suffer a -4 DX on any spell he attempts to cast."
