Yeah, that's why the technobabble is about psionics, not brain damage. Really the thing being attacked is sense of continuity and very specific concepts of nationhood, and even then it's taken several times for the "agent" to get it right. Of course, it's all a justification for building a world that explores a modern version of the shattered world mod for crusader kings (a pre-modern shattered world is less alien, since before rapid communication and nationalism there's far less to shatter, though if someone has a good idea for it, I'm all ears).
